Daniel Robert (Bob) Graham was born in 1936 in Coral Gables, Florida. He began a long career in politics by serving in the Florida House of Representatives in 1966 and in the Florida Senate from 1970 to 1978. He became the thirty-eighth governor in 1979 and served in that office until 1987. Graham was then elected to the United States Senate and reelected again in 1994. Florida Constitution Revision Commission

The 1968 Constitution contains a continuous revision clause providing for the revision of the Constitution within the first ten years after approval, and a revision every twenty years thereafter (Article XI, Section 2). The Constitution specifies a thirty-seven member commission be selected to prepare revisions.
